Fairview High School Dominates Regional Results
in Statewide Educator Survey

When it comes to supporting teachers and building a positive school environment, Fairview High School is setting the standard for the region. Fairview High School is receiving statewide recognition after posting some of the strongest results in the Impact Kentucky Survey, a statewide evaluation designed to measure educator working conditions and school climate.
The Impact Kentucky Survey — formerly known as the Teaching, Empowering, Leading and Learning (TELL) Kentucky Survey — is administered annually to certified educators across the state. The anonymous survey, conducted from Nov. 1 through Dec. 19, 2025, allows teachers and school staff to provide feedback about their professional environment. This year, 40,462 certified educators across Kentucky participated, offering valuable insight into the conditions in which educators work.
The Impact Kentucky Survey evaluates several aspects of a school’s professional environment and culture. Each category focuses on a different element that helps educators perform their jobs effectively and helps students succeed in the classroom.
Professional Learning
Professional learning measures teachers’ perceptions of the quality and availability of opportunities for professional growth. This includes workshops, training sessions, and collaborative learning opportunities that help educators improve their teaching practices. Strong professional learning programs help teachers stay current with new instructional strategies, adapt to changing educational needs, and ultimately provide better learning experiences for students.
Feedback and Coaching
This category evaluates how often teachers receive meaningful feedback about their work and whether they have access to instructional coaching or mentoring. Constructive feedback allows educators to refine their teaching methods and address challenges in the classroom. Effective coaching systems help teachers grow professionally and support continuous improvement within the school.
School Leadership
School leadership measures educators’ perceptions of how effectively school administrators guide and support their staff. This includes the ability of leaders to communicate expectations clearly, make informed decisions, and create an environment that supports teaching and learning. Strong leadership plays a critical role in setting the tone for the entire school and ensuring that teachers have the support they need to succeed.
Staff-Leadership Relationships
This category focuses on the level of trust, communication, and collaboration between teachers and school leaders. Positive staff-leadership relationships mean that teachers feel their voices are heard and that administrators value their input. Strong relationships between leadership and staff contribute to higher morale, better teamwork, and a more unified approach to educating students.
School Climate
School climate reflects the overall social and learning environment of the school. It includes factors such as respect among staff and students, safety, collaboration, and the general atmosphere within the building. A positive school climate creates an environment where both educators and students feel comfortable, supported, and motivated to succeed.
Resources
This category measures teachers’ perceptions of whether their school has the materials, technology, and support systems necessary for effective teaching. Adequate resources may include textbooks, classroom supplies, technology, and staffing support. When educators have the tools they need, they can focus more fully on instruction and student engagement.
Managing Student Behavior
Managing student behavior assesses how well schools support teachers in maintaining productive and respectful classroom environments. This includes the effectiveness of school discipline policies, administrative support, and strategies for addressing behavioral challenges. Effective behavior management helps maintain a positive learning environment and allows teachers to focus more time on instruction.
Educating All Students
This area measures teachers’ perceptions of how well their school is prepared to meet the diverse needs of all students. This includes supporting students with different learning styles, academic abilities, and backgrounds. Schools that perform well in this category often provide strong support systems, differentiated instruction, and inclusive practices that ensure every student has the opportunity to succeed.
Emotional Well-Being and Belonging
Emotional well-being and belonging evaluates whether educators feel respected, valued, and supported within their school community. It also reflects the sense of connection teachers feel to their colleagues and workplace. When educators feel a strong sense of belonging and emotional support, they are more engaged, motivated, and likely to remain in the profession.
Results released in early February show Fairview High School outperforming neighboring schools in most categories, earning the highest scores in seven of the nine measured areas. In the remaining two categories, the school ranked second highest, demonstrating consistent strength across nearly every measure of school climate and leadership.
Among local high schools included in the comparison — Boyd County, Blazer, Greenup County, Raceland and Russell — Fairview led in several major categories.
Fairview recorded a 76% score in Educating All Students, compared with 71% at both Blazer and Russell and 66% at Boyd County. In the category of Emotional Well-Being and Belonging, Fairview again led the group with 66%, narrowly ahead of Blazer at 65%.
One of the most notable results came in Feedback and Coaching, where Fairview achieved 85%, far exceeding other schools in the region. The next closest school, Blazer, scored 60%, while several schools reported scores below 50%.
Fairview also scored highly in Professional Learning, tying for the highest regional score at 74%, and in School Climate, where the school recorded 75%, the highest among area schools.
The school’s School Leadership score reached 89%, the top score in the region by a significant margin. In addition, Fairview posted a 97% score in Staff-Leadership Relationships, reflecting a strong level of trust and communication between faculty and administrators.
That score also placed Fairview among the top-performing high schools in the entire state. According to statewide rankings, Fairview High School tied for the third-highest score in Kentucky in the Staff-Leadership Relationships category, joining several other schools with a score of 97%.
School leaders say the results reflect years of effort to build a supportive and collaborative environment for teachers.
Fairview High School Principal Charles Clark leads the administrative team alongside Assistant Principal Whitney Ward and Guidance Counselor Tonia Lucas. Together, the leadership team has focused on building a culture where staff members feel valued, respected and heard.
School officials say that when teachers feel supported by leadership, the benefits extend directly into the classroom. Strong staff relationships and a positive school climate often lead to fewer discipline issues, stronger collaboration among educators and improved student achievement.
The Impact Kentucky Survey is intended to help schools evaluate their progress and identify areas for growth. By gathering feedback directly from educators, the survey helps state and local leaders better understand how to improve working conditions for teachers across Kentucky.
